Promotion Project of the Charging Systems for Water Pollution Control Fee and Management Measures

Absrtact
This project focuses on improving the present charging systems and potential tariff items for water pollution control fee. Considering the fact that the coal-fired power plants equipped with seawater flue gas desulfurization systems cause ocean acidification, the sulfur oxides (SOx) in the effluent discharged into the ocean have been subject to water pollution control fee collection since June 23, 2016. In addition, the project examines the feasibilities of supplement of new tariff items, like ammonia nitrogen and zinc in the water pollution control fee. The livestock industries, where the pig farms are the majority, have been charged since the second stage (January 2017). For the farms raising less than 200 pigs and having no regular inspection report, the project suggests an alternative that the fee rate could be NT$24.6 per pig every six months to mitigate the possible problems on expropriations act. In the third stage, the water pollution control fee will be applied on 3.26 million households that are connected to sewer systems (including the public, community, the indicated regions), as well as the rest 5.34 million unconnected households. The measures are suggested to be slightly adjusted as follows: 1. For unconnected households using urban water, the water pollution control fee is calculated on the basis of the volume of water, while the charge is actually levied by the water authority (NT$0.8/m3). 2. For unconnected households not using urban water, EPA grants the local governments to charge water pollution control fee and establish their individual water pollution control funds. The fee rate is NT$117 per household per year, or counted on the basis of the volume of used water or discharged sewage as an alternative. 3. For public sewer systems, the fee rate could be calculated either by the effluent quality and flowrate, or the effluent flow rate alone (NT$0.2/m3), taking the handlers’ best interests into account. 4. For the counties that have charged the sewer fee, the fee rate of water pollution control fee for the households that refuse to be connected to the sewer is the same as the sewer fee.
